SC Grants Anticipatory Bail to Ex-IAS Probationary Officer in Fake Certificate Case

New Delhi: The Supreme Court has granted anticipatory bail to former IAS probationary officer Puja Khedkar in a fake certificate case. Khedkar stands accused of submitting fraudulent OBC and Persons with Disabilities (PwD) certificates during the Union Public Service Commission (UPSC) Civil Services Examination.
The Court, on May 21st, made absolute the interim protection from arrest previously granted to Khedkar in January. This decision came despite the State Counsel's arguments regarding Khedkar's alleged lack of cooperation with the investigation and the serious nature of the accusations.
The Supreme Court mandated that Khedkar furnish cash sureties of Rs. 25,000 with two live sureties. She is also required to cooperate with the investigation and not misuse her liberty or attempt to influence witnesses.
Previously, the Delhi High Court had dismissed Khedkar's anticipatory bail plea, observing that she was not a suitable candidate for benefits intended for disadvantaged groups and that the forged documents were part of a larger conspiracy. The UPSC had also registered an FIR against Khedkar, issued a show cause notice for the cancellation of her selection, and barred her from future examinations.
According to a public statement by UPSC, Khedkar allegedly fraudulently availed examination attempts beyond the permissible limit by faking her identity, including alterations to her name, parents' names, photograph, signature, email address, mobile number, and residential address.

नई दिल्ली: सुप्रीम कोर्ट ने फर्जी प्रमाण पत्र मामले में पूर्व आईएएस परिवीक्षाधीन अधिकारी पूजा खेड़कर को अग्रिम जमानत दे दी है। खेड़कर पर संघ लोक सेवा आयोग (यूपीएससी) सिविल सेवा परीक्षा के दौरान धोखाधड़ी वाले ओबीसी और विकलांग व्यक्ति (पीडब्ल्यूडी) प्रमाण पत्र जमा करने का आरोप है।
न्यायालय ने 21 मई को खेड़कर को जनवरी में दी गई गिरफ्तारी से अंतरिम सुरक्षा को स्थायी कर दिया। यह निर्णय राज्य वकील के उन तर्कों के बावजूद आया, जिनमें खेड़कर के जांच में कथित असहयोग और आरोपों की गंभीर प्रकृति का हवाला दिया गया था।
सुप्रीम कोर्ट ने आदेश दिया कि खेड़कर को दो जीवित जमानतों के साथ 25,000 रुपये की नकद जमानत प्रस्तुत करनी होगी। उन्हें जांच में सहयोग करने और अपनी स्वतंत्रता का दुरुपयोग न करने या गवाहों को प्रभावित करने का प्रयास न करने की भी आवश्यकता है।
इससे पहले, दिल्ली उच्च न्यायालय ने खेड़कर की अग्रिम जमानत याचिका को खारिज कर दिया था, यह देखते हुए कि वह वंचित समूहों के लिएBintended लाभों के लिए एक उपयुक्त उम्मीदवार नहीं थीं और जाली दस्तावेज एक बड़े षड्यंत्र का हिस्सा थे। यूपीएससी ने खेड़कर के खिलाफ एफआईआर भी दर्ज की थी, उनके चयन को रद्द करने के लिए एक कारण बताओ नोटिस जारी किया था, और उन्हें भविष्य की परीक्षाओं से प्रतिबंधित कर दिया था।
यूपीएससी के एक सार्वजनिक बयान के अनुसार, खेड़कर ने कथित तौर पर अपनी पहचान बदलकर अनुमेय सीमा से अधिक परीक्षा प्रयासों का धोखाधड़ी से लाभ उठाया, जिसमें उनके नाम, माता-पिता के नाम, तस्वीर, हस्ताक्षर, ईमेल पता, मोबाइल नंबर और आवासीय पते में बदलाव शामिल थे।
