Supreme Court takes suo motu cognisance of illegal sand mining in Chambal Sanctuary

The Supreme Court of India has taken suo motu cognisance of rampant illegal sand mining in the National Chambal Sanctuary, expressing concern over the serious threat posed to endangered aquatic wildlife, particularly the Gharial.

The matter was taken up by a Bench comprising Justice Vikram Nath and Justice Sandeep Mehta, after the Court took note of recent media reports highlighting large-scale illegal mining activities within the protected sanctuary area.

Justice Mehta stated that reports indicate rampant sand mining even in areas where conservation programmes for gharials are underway, forcing these endangered reptiles to relocate from their natural habitats.

Threat to conservation efforts

The Court observed that illegal mining activities have been reported even in regions where the Madhya Pradesh Chief Minister had recently released gharials into the Chambal River as part of a conservation programme. Such mining operations pose a direct threat to the fragile ecosystem of the sanctuary.

The National Chambal Sanctuary, established primarily to protect the rapidly declining population of gharials, is a tri-state protected area spread across Rajasthan, Madhya Pradesh and Uttar Pradesh. It also serves as a habitat for other endangered species such as the Ganges river dolphin and the red-crowned roof turtle.

Case to be placed before the Chief Justice

After taking cognisance of the issue, the Bench directed that the matter be placed before the Chief Justice of India for appropriate directions and further consideration.

The Supreme Court’s intervention highlights growing concerns regarding illegal sand mining across Indian rivers, which environmentalists say causes severe ecological damage, destroys river ecosystems, and threatens wildlife habitats.

By initiating suo motu proceedings, the Supreme Court has signalled its intent to closely monitor environmental violations affecting protected ecosystems. The case could lead to stronger judicial oversight and enforcement measures against illegal mining activities in the Chambal region.

अदालत ने यह भी उल्लेख किया कि जिन क्षेत्रों में हाल ही में मध्य प्रदेश के मुख्यमंत्री द्वारा चंबल नदी में घड़ियाल छोड़े गए थे, वहां भी अवैध रेत खनन की गतिविधियां जारी हैं। यह स्थिति अभयारण्य के पारिस्थितिक संतुलन के लिए गंभीर खतरा पैदा करती है।

नेशनल चंबल अभयारण्य मुख्य रूप से घड़ियालों की घटती आबादी की रक्षा के लिए स्थापित किया गया था। यह अभयारण्य राजस्थान, मध्य प्रदेश और उत्तर प्रदेश के त्रि-राज्य क्षेत्र में फैला हुआ है और यहां गंगा डॉल्फिन तथा रेड-क्राउन रूफ टर्टल जैसी अन्य संकटग्रस्त प्रजातियां भी पाई जाती हैं।

मुख्य न्यायाधीश के समक्ष रखा जाएगा मामला

पीठ ने इस मामले को संज्ञान में लेते हुए निर्देश दिया कि इसे मुख्य न्यायाधीश के समक्ष आगे की कार्रवाई और आवश्यक निर्देशों के लिए प्रस्तुत किया जाए।
