Over 6 Lakh Cases Disposed of in 2nd National Lok Adalat Across Haryana

The Haryana State Legal Services Authority (HALSA) successfully organized the 2nd National Lok Adalat of the year on July 12, 2025, across all 22 Districts and 34 Sub-Divisions of Haryana. Under the visionary guidance of Mrs. Justice Lisa Gill, Judge of the Punjab and Haryana High Court and Executive Chairperson, HALSA, the event led to the impressive disposal of 644,246 cases.

A total of over 170 benches were constituted throughout the state to address more than 8 lakh referred cases, including pre-Lok Adalat sittings. This massive exercise encompassed a wide spectrum of legal matters, providing a cost-effective and efficient platform for amicable dispute resolution. Cases resolved included civil disputes, matrimonial cases, motor accident claims, bank recovery suits, cheque bounce matters, traffic challans, and compoundable criminal offenses. Cases before Permanent Lok Adalats were also taken up.

Among the notable resolutions was the settlement of an 11-year-old criminal appeal titled "Kashmir Vs. M/s Simar," which was pending before the District Courts in Karnal, finally bringing justice to a long-standing dispute.

Another significant case involved a Motor Accident Claims Tribunal (MACT) case, "Ajay vs. Kuber & ICICI Lombard Insurance Co.," which had been pending since 2020 due to the petitioner lacking a disability certificate. Through the proactive intervention of the District & Sessions Judge-cum-Chairman, DLSA, Faridabad, an immediate medical examination assessed the petitioner with a 41% permanent disability. This led to an amicable settlement of ₹6,50,000, a figure substantially higher than the initial claim.

The success of this National Lok Adalat underscores the judiciary's strong commitment to ensuring accessible and speedy justice for the public. Litigants benefit significantly from these proceedings as the awards passed are final and binding, ensuring conclusive resolution. Furthermore, settled matters also entitle litigants to a refund of court fees, making the pursuit of justice more approachable and less financially burdensome.

लोक अदालत का आयोजन हरियाणा के सभी 22 जिलों और 34 उप-मंडलों में किया गया, जिसमें 170 से अधिक बेंचों का गठन किया गया ताकि 8 लाख से अधिक संदर्भित मामलों को संबोधित किया जा सके, जिसमें पूर्व-लोक अदालत की बैठकें भी शामिल थीं। इस बड़े पैमाने के अभ्यास में कानूनी मामलों की एक विस्तृत श्रृंखला शामिल थी, जैसे दीवानी विवाद, वैवाहिक मामले, मोटर दुर्घटना के दावे, बैंक वसूली सूट, चेक बाउंस मामले, यातायात चालान और शमनीय आपराधिक अपराध। स्थायी लोक अदालतों के समक्ष लंबित मामलों पर भी विचार किया गया।

अदालत के दौरान एक उल्लेखनीय उपलब्धि करनाल में "कश्मीर बनाम मेसर्स सिमर" नामक 11 साल पुराने आपराधिक अपील का निपटारा था, जिसने लंबे समय से लंबित न्याय प्रदान किया।

एक अन्य महत्वपूर्ण समाधान में एक मोटर दुर्घटना दावा ट्रिब्यूनल (MACT) मामले, "अजय बनाम कुबेर और आईसीआईसीआई लोम्बार्ड इंश्योरेंस कंपनी" का निपटारा शामिल था, जो 2020 से लंबित था। जिला एवं सत्र न्यायाधीश-सह-अध्यक्ष, DLSA, फरीदाबाद के सक्रिय हस्तक्षेप ने याचिकाकर्ता की विकलांगता का तत्काल चिकित्सा मूल्यांकन सुनिश्चित किया। इससे ₹6,50,000 का एक सौहार्दपूर्ण समझौता हुआ, जो प्रारंभिक दावे से काफी अधिक था।

लोक अदालत की सफलता सार्वजनिक रूप से सुलभ और त्वरित न्याय सुनिश्चित करने के लिए न्यायपालिका की मजबूत प्रतिबद्धता को दर्शाती है। इन कार्यवाही से मुकदमेबाजों को काफी लाभ होता है क्योंकि पारित निर्णय अंतिम और बाध्यकारी होते हैं, और निपटाए गए मामलों में उन्हें कोर्ट फीस की वापसी का भी अधिकार होता है, जिससे न्याय अधिक सुलभ और कम बोझिल हो जाता है।
