Karnataka Government set to Ban Social Media Use for Children Under 16 yr.

In a significant policy move aimed at protecting children from the harmful effects of excessive digital exposure, the Karnataka government has announced plans to ban the use of social media for children below the age of 16.

The announcement was made by Chief Minister Siddaramaiah while presenting the Karnataka State Budget for 2026–27.

According to the government, the measure is intended to address growing concerns regarding digital addiction, excessive screen time, and the negative psychological impact of social media on minors.

Proposal Announced in Budget

During his budget speech, Siddaramaiah stated that the decision was taken “with the objective of preventing adverse effects of increasing mobile usage on children.”

The policy proposal indicates that children under the age of 16 will not be permitted to access social media platforms once the rules are implemented.

The state government is expected to frame detailed regulations and enforcement mechanisms, including age-verification requirements and compliance obligations for social media companies.

Link With Data Protection Laws

Under the law, online platforms processing the personal data of children must obtain verifiable parental consent before allowing minors to create accounts or use services.

The government cited increasing concerns among parents, educators and policymakers regarding the effects of smartphone and social media use on children.

The state believes limiting access to social media may help protect children from these risks.

यह घोषणा मुख्यमंत्री सिद्धारमैया ने 2026–27 के कर्नाटक राज्य बजट प्रस्तुत करते समय की।

सरकार के अनुसार, यह कदम डिजिटल लत, अत्यधिक स्क्रीन टाइम और सोशल मीडिया के बच्चों पर पड़ने वाले मानसिक प्रभावों को कम करने के लिए उठाया जा रहा है।

बजट भाषण में प्रस्ताव

अपने बजट भाषण में मुख्यमंत्री ने कहा कि यह निर्णय “बच्चों पर मोबाइल के बढ़ते उपयोग के दुष्प्रभावों को रोकने के उद्देश्य से” लिया गया है।

इस प्रस्ताव के अनुसार, नियम लागू होने के बाद 16 वर्ष से कम आयु के बच्चों को सोशल मीडिया प्लेटफॉर्म का उपयोग करने की अनुमति नहीं होगी।

सरकार इस नीति को लागू करने के लिए उम्र सत्यापन और सोशल मीडिया कंपनियों के लिए अनुपालन नियम तैयार करेगी।

डेटा संरक्षण कानून से संबंध

यह प्रस्ताव भारत के डिजिटल पर्सनल डेटा प्रोटेक्शन एक्ट, 2023 से भी जुड़ा हुआ है।

इस कानून के तहत यदि किसी ऑनलाइन प्लेटफॉर्म को बच्चों का डेटा प्रोसेस करना है, तो उसे माता-पिता या कानूनी अभिभावक की सत्यापित सहमति प्राप्त करनी होगी।

कर्नाटक का प्रस्ताव इस केंद्रीय ढांचे से आगे बढ़कर राज्य स्तर पर अतिरिक्त प्रतिबंध लगा सकता है।

डिजिटल लत को लेकर चिंता

सरकार ने यह भी कहा कि माता-पिता और शिक्षकों के बीच यह चिंता बढ़ रही है कि बच्चों में मोबाइल और सोशल मीडिया का अत्यधिक उपयोग कई समस्याओं को जन्म दे रहा है।

इनमें शामिल हैं:

• पढ़ाई पर ध्यान में कमी

ऑस्ट्रेलिया सहित कई देशों ने नाबालिगों के लिए सोशल मीडिया एक्सेस सीमित करने पर विचार या कानून बनाए हैं।

यदि यह नीति लागू होती है, तो कर्नाटक 16 वर्ष से कम उम्र के बच्चों के लिए सोशल मीडिया पर प्रतिबंध लगाने वाला भारत का पहला राज्य बन सकता है।

नियम अभी तय होने बाकी

हालांकि बजट में इस नीति की घोषणा की गई है, लेकिन इसकी कार्यान्वयन प्रक्रिया, दंड और तकनीकी व्यवस्था अभी तय की जानी बाकी है।
